Abu Dhabi, October 03, 2024: The Abu Dhabi Quality and Conformity Council (ADQCC) has approved the updated Abu Dhabi Guidelines for the Safe Use of Bicycles, Electric Bicycles, and Scooters

 During the Abu Dhabi Standard Technical Committee’s meeting. The meeting was chaired by H.E. Engineer Badr Khamis Al Shemaili, Executive Director of the Conformity and Standards Sector and Chairman of the Committee, which includes 37 members representing 25 government entities.The updated guideline supports the Emirate’s sustainable development goals, enhances the safety of users of short distance commuting methods, and sets a pioneering model for alternative transportation.

The update was led by the Department of Municipalities and Transport, Integrated Transport Centre, in collaboration with various entities including the Department of Community Development, Department of Culture and Tourism, Abu Dhabi Police General Command, and the Abu Dhabi Public Health Centre (ADPHC).
The revised guide aims to assist service providers and vehicle users by defining classifications for bicycles, scooters, and electric scooters, along with the requirements and specifications for their authorized use in the Emirate. It covers safety requirements such as age and speed limits, personal safety equipment, and accident reporting procedures.
Additionally, the guideline provides advice on safe driving practices, emphasizes accident prevention, and outlines the necessary infrastructure, such as dedicated lanes, suitable parking, and clear signage.

This document is an essential step in supporting the implementation of the Department of Municipalities and Transport's Administrative Decision No. 21 of 2022 on ‘Regulating the Use of Bicycles in the Emirate of Abu Dhabi.’ The decision aims to ensure safe and regulated use of these vehicles in line with international standards, thereby improving service levels and increasing public confidence in short-distance mobility.

H.E. Engineer Badr Khamis Al Shemaili commented: “Updating the Abu Dhabi Guidelines reflects our commitment to enhancing public safety and providing a safe environment for users of bicycles, electric bicycles, and scooters. We believe these vehicles play a vital role in improving quality of life and reducing traffic congestion. Through this guide, we seek to promote a culture of safe and sustainable use.”
